In Texas, the first time through, the Convention of States resolution stalled without making it onto the floor for a vote. Governor Abbott, however, was watching and immensely impressed by COS support and he called them patriots. He and Lt Governor Dan Patrick made COS a top-level action item on their agenda the following legislative session giving it lots of traction and it passed.
