Simple solution for shop lifter with multiple offenses. Take possession of his residence and make him prove evidence of where he bought every item less than 2 hrs old and over $50 in value.
If proof is not clear from checks or credit cards, at least get recollection of where it was purchased. If no store is identified just take it with promise of return of item in 12 months if there is no more criminal activity. If a store is identified (as it should be for computers, watches, wardrobes, etc) and says it has no record of a sale but only a theft, the item is taken and auctioned off with proceeds going to the victim store owner. It does not matter that they had insurance reimbursement.

If a taxpayer is continually victimized with theft without recourse, property taxes paid are:
1. Obligatory contributions made to mobocratic institutions under duress; extortion.
Failure of tax-funded government officials (police, district attorney, mayor) to process illegal acts which lead to damage of, and/or loss of property, by their actions or lack thereof, are complicit with the thieves.
Suggesting insurance claims are adequate restitution for illegal acts of theft and damages as resolution attained without judicial process are to contribute to committing insurance fraud.
